Projected Landing Fuel may be above Minimum Landing Fuel when the evaluated mission strategy carries additional fuel forward for a downstream need or tankering decision.

The planned outcome should remain explainable without changing the pilot / operator’s operational requirement.
Regulatory, company, reserve, dispatch, or other operational fuel requirements. Those decisions remain with the flight crew and operator.
